Peace Through Strength (1980 Political Commercial)

Ronald Reagan’s television spots were not particularly artful. The centerpiece of the campaign was a conventional biographical ad tracing Reagan’s career and crediting him with reducing California’s deficit while lowering taxes. The ad’s main purpose was to show that Reagan—best known to the public as a movie actor—was also an effective governor.

The rest of Reagan’s ads were simple but effective variations on the central question he put to voters: “Are you better off today than you were four years ago?” A variety of attack ads reiterated the main problems of the Carter administration: high inflation and the hostage crisis. One spot,credited to “Democrats for Reagan,” included a clip of Ted Kennedy shouting, “No more Jimmy Carter!” during the primary campaign. An unusual negative spot featured Nancy Reagan lambasting Carter for his “vacillating” foreign policy. Though it is common for advertising to feature a candidate’s family members, spouses rarely appear in attack ads.

Reagan’s campaign took advantage of a loophole in federal financing laws designed to limit overall campaign spending. These laws placed a ceiling on the amount of money that could be contributed directly to a campaign, but they also permitted the creation of political action committees, independent groups whose expenditures in support of candidates were not counted against the spending limit. PACs spent a total of $12 million dollars on Reagan’s behalf, compared to less than $50,000 on Carter’s.

8/27/09 Governor Quinn Vetoes Campaign Finance Bill

CHICAGO August 27, 2009. Governor Pat Quinn today vetoed campaign finance House Bill 7 saying Illinois deserves a stronger and better election reform law. At the ceremony announcing his veto, Governor Quinn was joined by the General Assemblys four party leaders and community activists.

I think we can do better. I look forward to working with Democrat and Republican leaders, activists and everyday citizens on improving our state election campaign laws and restoring the publics faith in our democratic process, said Governor Quinn.

Among those attending the veto signing: House Speaker Michael Madigan; Senate President John Cullerton; House Republican Leader Tom Cross and Senate Republican Leader Christine Radogno.

By beginning the process anew, we have the opportunity to bring together the Governor, legislators of both parties, and public watchdog groups to develop a comprehensive plan that sets limits on contributions and provides for more public scrutiny of those contributions, said Radogno.

Also attending were George Ranney, president and CEO of Metropolis 2020 and co-chair of CHANGE Illinois!, and Cindy Canary, director of Illinois Campaign for Political Reform.

“The Governor and the legislative leaders are to be commended for agreeing to veto HB7 and to begin work immediately on a new version of campaign finance limits, said Ranney. The members of the CHANGE Illinois! coalition are committed to working with Governor and members of the Illinois General Assembly.

Canary of Illinois Campaign for Political Reform said, Too many election campaigns have been fueled by large donations from special interests. We need a limits system that breaks that reliance on big contributors and encourages small donors and voters to participate more fully in the electoral process. We are open to discussing the details of a new system of campaign contribution limits, but we will not compromise on these principles.

During the veto signing session, Governor Quinn also outlined a series of major government and political reforms he initiated and supported this year.

We have made great strides during this Year of Reform and I intend to do much more, Governor Quinn said.

Always Never The Same: Campaign Contribution Limits

Texas Senator Kay Bailey Hutchison continued her campaign of contradictions by announcing her support for limits on campaign contributions. In 1996, she said she was against any kind of limitations, calling them “against everything that freedom in a democracy stands for.” Hutchison is also asking for $100,000 from big donors, at the same time she calls for limits. According to the Associated Press, donors giving $10,000 or more accounted for $3.3 million of Washington Kay’s campaign money. Senator Hutchison is truly running a campaign of contradictions.
