keywords in one campaign doesn't have anything to do with keywords in another campaign with a different site. it is only logical that you can have multiple site in the same niche and have 2 sites showing up under same keyword.

however, it might get a little messy sometimes and may not always work. best way to get around is to have multiple adwords accounts, one for each of your sites. it is within adwords policy to own multiple accounts (do not use any voucher if you signup for a second account or you will be suspended). setup each account with its own campaign with different site and you are all set
References :
I'm guessing that google limits displayed ads to 1 per account, otherwise someone could push out the competition by taking all 12 page one positions.

I have heard that the accumulated quality score for a given keyword applies to all campaigns. Suggesting bad ads on one campaign getting poor ctr would effect a winning campaign sharing the same keyword.
